Qifu Social Work Service Centre

Founded in 2014, Qifu Social Work Service Centre is a 5A-rated social organisation providing professional services across Fujian Province, including Fuzhou, Xiamen, Zhangzhou, Putian, and Sanming. Since 2019, Qifu has delivered community-based drug social work projects across several subdistricts in Xiamen, as well as the Xiamen and Siming District Drug Prevention Education Base. This work has built substantial locally grounded expertise in drug prevention, rehabilitation, family support, public education, and community engagement.

Individual support, family assistance, resource coordination, and reintegration services help people rebuild everyday life and reconnect with their communities.

Groups at higher risk of drug-related harm

Targeted prevention and early intervention support people facing elevated risks, including workers in entertainment venues and industries involving precursor chemicals.

Education for young people, parents, residents, employees, and the public strengthens knowledge and prevention capacity.

Developed through frontline practice, the model gives social workers a systematic framework for needs assessment, support coordination, progress review, and responsive intervention throughout rehabilitation and social reintegration.

06 / Youth Engagement & Volunteering

Making young people and communities active partners in grassroots prevention.

In partnership with Xiamen University Law School, Qifu established youth-focused initiatives including the Youth Drug Prevention Partnership and a volunteer lecturer programme. Over five years, more than 120 lecturers were trained, forming 22 service teams. They delivered 32 activities across communities, schools, workplaces, families, public venues, and online spaces, reaching more than 20,000 people.

Binhai Subdistrict

Drug prevention through culture and tourism

Experiential learning, City Walks, and creative public spaces. The Drug Prevention Creative Street has received nearly 80 visiting and research delegations.

Xiagang Subdistrict

The 3-3-3 reintegration approach

Preventive education and post-rehabilitation support form a systematic pathway for recovery and reintegration. The work was recognised as a Fujian Provincial Demonstration Site.

Lianqian Subdistrict

Multi-stakeholder community governance

163 prevention activities over three years reached 48,459 participants and received more than 180 media reports.

Lujiang Subdistrict

Community partnership and volunteering

Businesses, retired police officers, delivery riders, and residents contributed 932 volunteer hours and reached 4,332 people.

Education Base

Xiamen and Siming District Drug Prevention Education Base

A free public facility opened in June 2022, integrating public education, experiential learning, professional training, cultural communication, and community engagement.
